Vietnam’s Blockchain Revolution: Introducing NDAChain
In a significant stride towards enhancing government data security, Vietnam has unveiled NDAChain, a pioneering blockchain network designed exclusively for authorized participants. This initiative is spearheaded by the National Data Association and supervised by the Ministry of Public Security’s Data Innovation and Exploitation Center. NDAChain is set to become the foundational layer for validating a wide range of records, from hospital documents to academic transcripts and supply chain data.
The Hybrid System: Combining Centralization and Decentralization
NDAChain employs an innovative hybrid model that merges the benefits of centralization and decentralization. The system leverages a Proof-of-Authority consensus mechanism, allowing only vetted nodes to authenticate transactions. Furthermore, it incorporates Zero-Knowledge Proofs to maintain data confidentiality while ensuring authenticity. This robust infrastructure is capable of processing between 1,200 to 3,600 transactions per second, facilitating swift verification processes across e-government services, logistics, and beyond.

Advanced Identity and Tracking Features
The NDAChain network is equipped with advanced features that enhance its functionality. One of the key components is NDA DID, which offers digital identities seamlessly integrated with Vietnam’s existing VNeID framework. This allows citizens to authenticate their identities online for document signing and service access. Additionally, NDATrace provides comprehensive product tracking using GS1 and EBSI Trace standards, assigning unique identifiers to items that can be scanned via QR codes or RFID chips. This capability not only assists businesses in verifying product authenticity for international clients but also simplifies recall procedures in case of issues.
Ensuring Security and Privacy
Nguyen Huy, the Head of Technology at the National Data Association, emphasizes that NDAChain acts as a protective shield for Vietnam’s digital ecosystem. It is meticulously designed to accommodate increasing data volumes. The blockchain’s advanced privacy features allow for the verification of digital records, such as medical files or academic transcripts, without revealing personal information. Meanwhile, the permissioned network structure grants authorities precise control over network participants.
Strategic Rollout and Future Prospects
The comprehensive integration of NDAChain with the National Data Center is projected to be finalized by December 31, 2025. Following this milestone, the focus will shift towards local agencies and educational institutions, with plans to introduce industry-specific Layer 2 applications in 2026. Potential applications include identity wallets, counterfeit prevention systems, and digital notary services. These enhancements will operate on NDAChain’s framework without altering its core network.
